Office skills to include Microsoft Office Suite and other computer and standard office skills. 4. Experience with public procurement, management of budgets, people and other resources. |

JOB GOAL: |

PERFORMANCE RESPONSIBILITIES:
1. Assumes responsibility for the comprehensive overall planning and scheduling of preventive maintenance and repair requirements of the district.
2. Establishes appropriate maintenance, grounds keeping, security, and custodial requirements for each school building and installation.
3. Directs the maintenance of all building and grounds as to cleanliness and safety.
4. Ensures that standard consistent with all applicable laws are maintained at a minimum. This includes, but is not limited to annual fire alarm and sprinkler inspections, fuel tank and tank farm inspections, maintaining Asbestos Hazard Emergency Response Act (AHERA) records for each building and other similar requirements.
5. Determines and establishes detailed specifications pertaining to supplies, materials, equipment, and local contract work for those projects managed by the Property Services Department.
6. Recommends for purchase necessary equipment and supplies.
7. Inspects all school buildings, ground and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety, and security are maintained.
8. Conducts periodic inspection of all school facilities to ensure fire safety.
9. Organizes and implements a program of preventive maintenance, that at a minimum is in compliance with State of Alaska Department of Education and Early Development’s Preventive Maintenance requirements.
10. Keeps informed of the latest trends, developments and products in the areas of maintenance, repair, and upkeep, and encourages innovation and experimentation as appropriate.
11. Reviews on a regular basis all security precautions and procedures, and recommends additions, changes, or reductions in service as appropriate.
12. Prepare and administers the budget for district maintenance, security, and custodial supplies and equipment.
13. Maintains such personnel, insurance, and other records for area of concern as are necessary.
14. Coordinates all purchase requirements.
15. For projects managed by Property Services Department- Supervises and inspects the improvement and renovation work performed by outside contractors and verifies that the terms of all such contracts have been fulfilled before authorizing final payment.
16. Supervises and approves payment of all outside contractors performing work for the district for those projects managed by the department.
17. Make recommendations for the determination of rent-or-buy decisions and optimal timing of replacements for vehicles and equipment assigned to the department.
18. Maintains a coordinated inventory control program for all areas of the department.
19. Assists in the recruitment, employment assignment, transfer, promotion, demotion, or dismissal of maintenance services personnel.
20. Organizes and implements an orientation program on proper operation and maintenance of school facilities for departmental personnel.
21. Coordinates with school principals for the performance of preventive maintenance, safety checks, and other work to be performed at each school.
22. Conducts a continuing program of staff training and personnel development.
23. Schedules work routines for department personnel.
24. Coordinates vacation schedules for departmental personnel.
25. Supervises the firing of pressure boilers and implements the firing operation in order to provide the necessary heat and hot water according to season, temperature, and demand.
26. Oversees the repair, lubrication, and cleaning of boiler equipment.
27. Procures, secures funding for and monitors fuel oil deliveries.
28. Procures and manages the District’s Computerized Maintenance Management System (CMMS)
29. Keeps records and produces documentation to fulfill the preventive maintenance portions of annual capital improvement grant applications to State of Alaska Department of Education and Early Development.
30. Reports to and seeks approval of various department needs from the School Board.
31. Oversees the operation of the air-conditioning plant and emergency generator.
32. Directs the preparation of playing fields, grounds, and other necessary facilities for athletics and other activities.
33. Participates in the process of site selection and acquisition and the development of architectural plans.
34. Conducts a continuing analysis of systems and procedures.
35. Conducts a comprehensive and detailed cost analysis program of departmental expenditures as a basis governing annual forecast of expenditure requirements.
36. Develops cost estimates and manages the construction of new and renovation teacher housing projects.
37. Other duties as assigned by immediate supervisor.
TERMS OF EMPLOYMENT: Salary and work year to be established by the NWABSD Board of Education.
EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board
Policy.
