JOB DESCRIPTION
JOB TITLE: BUSINESS AND OPERATIONS MANAGER
REPORTS TO: SUPERINTENDENT OF SCHOOLS
JOB PURPOSE: To supervise and administer the business and operational affairs of the Ketchikan Gateway Borough School District (the District)
Duties, Responsibilities and Accountabilities:
Runs the department in a professional, transparent, and collaborative manner.
Supervises and administers the business and operational affairs of the District including Food Service, Custodial and Transportation.
Assumes responsibility for accounting procedures to record the financial transactions of the District in accordance with GPRA, Federal and State approved accounting procedures.
Supervises the collection, safekeeping, and distribution of all funds.
Responsible for student accounting, including P.L. 874, OASIS.
Creates and presents necessary financial reports to the Board of Education, State and Federal agencies, administrative personnel, and the public.
Delivers clear, concise, monthly budget updates to Directors, Principals, and other district leaders.
Understands charter school operations and facilitates the fiscal obligations of charter school MOA’s
Assumes primary responsibility for the preparation and maintenance of the annual budget.
Advises the Superintendent of the school budget and all other business and financial matters. Acts as the budget control officer and payroll officer.
Manages all financial aspects of the District’s insurance programs and reports.
Procures all supplies, materials, equipment, and services through appropriate procedures established by the District.
Establishes and executes a bid procedure in accordance with applicable GPRA Federal, State and District standards and guidelines.
Reviews pertinent sections of the district policy manual and recommends updates when appropriate.
Maintains an inventory of District equipment.
Work directly with District’s auditors during the annual review of financial transactions and compliance monitoring of school District accounts.
Responsible for the school year calendar in relation to reports and accounting procedures.
Prepares data and information for use and reference during all negotiations.
Assists in recruiting, screening, hiring, assigning, supervising, and evaluating personnel for positions in the office under their jurisdictions.
Oversees the implementation of the District’s employee benefit programs including health and life insurance, employee assistance, 403(b), 457, and 125.
May be a member of the District-wide safety committee.
Performs any duties and responsibilities that are within the scope of employment, as assigned by their supervisor, and not otherwise prohibited by law or regulation.
Requirements:
Bachelor’s Degree or higher in Business Administration with emphasis in accounting. Master’s Degree preferred.
A minimum of five (5) years experience in business administration and accounting including at least three (3) years of experience in a supervisory capacity preferred.
Successful experience in Alaska school district(s) preferred.
Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before parents, staff, and students.
Mathematical Skill: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Technology: Ability to use technology and software in the daily performance of job duties and complex financial tasks. Must be able to apply technology to increases efficiency and effectiveness, including spreadsheets and accounting software.
Problem Solving: Can identify and resolves problems in a timely manner. Works well in group problem solving situations. Uses reason even when dealing with emotional topics.

Physical Demands: While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk or hear. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs. Specific vision abilities required by this job include close vision such as to read handwritten or typed material, and the ability to adjust focus. The position requires the individual to meet multiple demands and interact with the public and other staff.
