Job Summary: Under the direction of the Payroll/Benefits Supervisor, coordinates activities and processes associated with payroll accounting and all related benefits to ensure efficiency and accuracy. Works extensively with Tyler Technologies and the IT department in troubleshooting computer issues.

Distinguishing Characteristics:   Must have a high level of accuracy and ability to work under stressful situations. Must have a thorough knowledge of accounting and payroll issues in order to problem solve troublesome areas.

Specific job responsibilities relevant for this position include: 

• Establishes procedural steps to accomplish a set of records that are auditable, and initiates corrective action when discrepancies are detected.
• Establishes and maintains a system of checks and balances for documents and data to ensure proper handling and accurate charges are reflected to all accounts. Reviews work to ensure compliance with all Federal, State Laws and policy procedures.
• Advises Payroll Technicians in various situations regarding problems concerning coding and payments. Proposes corrective course of action
• Exercises initiative and judgment in the absence of the Payroll Supervisor or Comptroller to determine the accuracy of the payroll pro formulas, investigate and correct any discrepancies that may exist.  Authority to run actual payrolls and send direct deposit only in the absence of the payroll supervisor or Comptroller.
• Reconciles all payroll liability accounts within the accounting system.  Calculates proper balances, prepares and submits adjusting journal entries as appropriate.  Prepares all accounts for annual audit.
• Coordinates, verifies and guarantees accuracy of all payroll benefits including PERS/TRS, Health Insurance plans, Supplemental Benefits System, Tax Sheltered Annuities, Garnishments/Levies and CEA/MSEA Union reimbursements.  Ensures all accruals for summer payrolls, insurance, and leaves are journaled prior to close of fiscal year.  Calculate and maintain health insurance for employee and employer premiums.
• Coordinates, reconciles and maintains all payroll registers and prepares reports to PERS, TRS, TSA's, Child Support Division, IRS & ESC. Complies with IRS deposit requirements; calculates and assists with 941 forms and submits timely to avoid costly penalties.  Provide backup documents to accounting department for IRS checks and payments. Also, completes calendar year balancing prior to issue of W-2's.
• Provide assistance and backup as needed to payroll assistants, payroll clerk and Payroll Supervisor or Comptroller.  Performs other related payroll functions as directed.
• Must be able to work with employees and administrators to solve and mediate problems with all benefit programs.
• Performs complicated analysis of payroll functions including but not limited to troubleshooting of computer software issues.  Works with IT Department, Tyler Technologies, and State of Alaska DRB PERS/TRS and SBS personnel to problem solve issues concerning payroll and/or related benefits.
• Administration, record keeping and reconciliation of Voluntary Supplemental Benefits.
• Other duties as assigned

Skills (position requirements at entry):   Typing 40 wpm.  Must be proficient in all Microsoft products including word and excel. 

Training and Experience (position requirements at entry): Associate's degree in accounting or related field or Bachelor's degree preferred.  Previous education, training, work or life experience which provides reasonable evidence of the successful performance of the tasks listed.  Such evidence would include three to five (3-5) years previous bookkeeping/accounting experience inclusive of a thorough understanding of accounting principles and practices preferably with a governmental/non-profit entity.  Minimum of 5 years' experience with payroll processes and procedures including all related benefits.

Licensing Requirements (position requirements at entry): A valid Alaska Driver's License.

Physical Requirements: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to life, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
