SUMMARY OR PURPOSE:
Provide leadership and administration of the District's Federal Programs, including supervision of Federal Programs staff, recruitment, enrollment, eligibility determination, record-keeping, service coordination, and compliance while administering the district's grant development and grant management functions in cooperation with district program managers and external partnerships.
QUALIFICATION REQUIREMENTS:
- Bachelor's Degree required; Master's Degree preferred.
- Administrative certification or demonstrated working knowledge of grant writing and grant management.
- Knowledge of federal education programs, 2 CFR Part 200 requirements, and State reporting systems.
- Knowledge of residential boarding schools, remote rural schools, home schooling, and distance education models, preferred.
- Experience in the development and implementation of family engagement models.
- Demonstrated skills in managing complex projects and supervising staff.
- Strong planning, writing, and interpersonal communication skills required.
- Ability to work successfully with a wide range of groups; successful experience working with advisory groups preferred.
- Cultural awareness, sensitivity, and knowledge of the cultures reflected in the district required.
- Well organized, self-sufficient, and possessing strong computer skills.
- Understanding of confidential records.

SECTION A: Federal Programs
- Direct all District Federal Programs and ensure compliance with applicable federal statutes, regulations, 2 CFR Part 200 requirements, and the terms and conditions of each award.
- Supervise, evaluate, and develop Federal Programs staff, providing guidance, mentoring, and professional development opportunities.
- Develop and manage the Federal Programs budget, personnel, and resources in alignment with title funding requirements and District objectives.
- Provide strategic leadership in the planning, implementation, monitoring, and evaluation of all Federal Programs activities.
- Direct recruitment, enrollment, eligibility determination, and the coordination and delivery of services for Federal Programs students and families.
- Manage completion and maintenance of Certificates of Eligibility (COE), enrollment forms, and Federal Programs student records in accordance with State and District guidelines, ensuring confidentiality under federal and state law and District policy.
- Facilitate collaboration across all GCSD programs and coordinate program committees for each federal program to align educational support and programming for Federal Programs students.
- Support parent and family engagement, including parent advisory councils, family access to student information, and coordination of community resources for Federal Programs students and families.
- Compile and maintain program records, performance reports, and fiscal documentation required for State monitoring, federal reporting, and required audits.
- Represent the department at district-level and statewide meetings, report regularly to the Superintendent on program effectiveness and challenges, and travel as needed to support Federal Programs programming.
SECTION B: Grants Administration
- Establish and maintain funding source relationships across the public and private sector, including foundations, corporate funders, state agencies, and Tribal and regional partners.
- Research and evaluate grant opportunities relevant to the educational goals of the District, and recommend pursuit priorities to the Superintendent and District program managers.
- Lead development of competitive grant proposals, including narratives, budgets and budget justifications, logic models, evaluation plans, and required assurances and certifications, in accordance with Board policies and applicable laws.
- Coordinate letters of support, partnership agreements, and memoranda of understanding with collaborating agencies, Tribal entities, and community organizations.
- Manage non-federal grant awards from notice of award through closeout, including budget monitoring, programmatic and fiscal reporting, and service as District point of contact for funders, program officers, and external evaluators.
- Maintain the District grant document repository and portfolio tracker, and provide regular portfolio status reporting to the Superintendent and the Board as requested.
- Develop and maintain District-level grant policies and procedures, provide guidance to District programs and departments on applicable funding guidelines and regulations.
- Participate in District strategic planning, align the grant portfolio with District goals and anticipated program needs, and assist with special projects including needs assessment, program evaluation, and data analysis.
- Maintain close working relationships with school principals, teachers, program staff, and other District personnel; and perform other duties as assigned.
